A Place for Squeeqee Kids to Earn Money

Recently read in the Toronto Star about an anti-squeegee kid ban. Homeless kids were banned from walking onto the road asking drivers if they wanted to have their windows washed so the kids could earn money.
Understandably the ban was upheld after it was appealed. I have an idea. In a city as big as Toronto couldn't there be an empty parking lot or garage that's not being used converted to a place of business?

This way the people who don't want to be harassed by squeegee kids won't be bugged and the kids themselves won't be in danger of getting hit by cars. Drivers who want their windshield cleaned can go to the squeegee kid parking lot. And the entire time the squeegee kids are still making money.

Why did nobody else think of this sooner? For once the solution's so simple.
